When to make the move and how?

so this girl i've liked for a long time just broke up with her bf (after a year). i need help on knowing the right time to make the move. how long does it take for people to usually get over ex's and start dating again? we're also good friends btw. and how should i go about doing this? (also we're in college she goes to a csu in san fran, which is like a 6 hour drive away from me though.
