Does my hamster have an eye infection?

If it is green and gunky it is very likely to be infected. Use a cotton swab and warm water on it like your grandmother said, you can't hurt her by doing that and it should help to clear it up. Please try and take her to the vet though, it's infected and needs sorting out.
