Is Jamaica allowed to cultivate hemp for industrial use? If no, why not?

The struggling economy of Jamaica could benifit greatly by the legalization of Marijuana, but due to DEA regulations enforced by the United States and the UK, they are prohibited to utilize it for fear of contributing to the use of marijuana as a narcotic. However hemp has many uses and there are nations allowed to cultivate it for industrial use and importation of those industry standard applications. Why not Jamaica?
